Objectives

The overall objective of this assignment is to assist the Moldovan Government to achieve its goals for quantifying, addressing and monitoring road user behaviour risk. The assignment should help to:

  • Equip the responsible institutions of the Moldovan government with the methodologies for organizing key behavioural risk factor studies
  • Develop a cadre of trained professionals capable of organising key behaviour risk factor studies
  • Provide them with the skills and knowledge to enable them to train others in Moldova to carry out behaviour risk factor studies or to carry out such studies themselves.
  • Impart knowledge of the importance of behaviour risk factor studies for developing effective public awareness campaigns and enforcement strategies.

Eligibility criteria

The EaP RSO seeks to engage a qualified consultant to conduct training on the methodologies for carrying out behaviour risk factor studies and how to use such studies to a) inform enforcement strategies and b) underpin road safety awareness campaigns. This may be a registered organisation. Given the technical nature and policy implications of this, bidders must demonstrate strong expertise in road safety analysis, data-driven methodologies, and policy development. The successful bidder will possess a combination of technical knowledge, research capabilities, and contextual understanding to deliver high quality training and materials within the specified timeframe.

The bidder should be an organisation (for profit or non-profit) which satisfies Nationality Rule and restrictive measures, as listed on the Sanctions Map website of EU.

Services to be provided

The required services are detailed in the Terms of Reference (ToR), which are included as Annex A of the draft contract document. Bidders must ensure their proposals align with the scope, objectives, and deliverables outlined in the ToR.
