This open discussion brings together speakers and participants from across the Eastern Partnership region to examine why the value of a statistical life (VSL) matters for road safety policy, and how it can be applied in practice.

The will session consist of three parts:

The first will look at why new guidance on VSL was needed, and how the unit value transfer method draws on an evidence base spanning 32 countries.

The second will walk through how these methods have been used in Armenia, Azerbaijan, Georgia, Moldova, and Ukraine, sharing regional results and showing how VSL estimates feed into cost-benefit analysis and investment prioritisation

The third part will address the evidence base behind the LMIC function, income elasticity and the treatment of uncertainty, the outstanding gap on non-fatal injuries, and what value transfer can and cannot tell policymakers

Rather than a series of one-way presentations, the event is designed as an open exchange between speakers and participants, centred on what these estimates mean in practice for government decision-making.
