Objectives
The primary objectives of this study on the use of seatbelts in Armenia are to conduct a comprehensive baseline assessment of seatbelt usage in Yerevan and to identify opportunities to enhance national road safety efforts. Key activities include designing and implementing observational roadside and in-vehicle inspections, conducting a legal review of current seatbelt laws against international standards, and providing targeted training for Yerevan's Road Police. The project aims to produce actionable data and recommendations over an 18-week period, influencing policy reforms and public safety initiatives at a national level. The budget ceiling is EUR 25,000.
Eligibility criteria
To be eligible for this tender, organizations must demonstrate significant expertise in road safety research and policy development. Mandatory qualifications include proven experience in projects analyzing seatbelt use and enforcement, familiarity with international seatbelt standards, and successful management of roadside studies and vehicle inspections. Applicants should possess knowledge of road safety legislation and enforcement, experience working with government stakeholders, and be capable of conducting legal reviews and providing policy assessments. The ability to deliver training programs in Armenia is required. Key personnel should include a Senior Road Safety Expert/Team Leader with at least 10 years of field experience and a Project Coordinator with a minimum of 5 years of experience in road safety risk analysis and policy development. Familiarity with Armenia's road safety context would be advantageous, though not essential.
